جنگ همواره بر توسعۀ تأمین اجتماعی و مستمریهای ارائهشده توسط کارفرما تأثیر گذاشته است. سربازان رومی اولین مستمری بازنشستگی را دریافت کردند. در بیشتر کشورها، مستمری بازنشستگی نظامی پیش از مستمری بازنشستگی تأمین اجتماعی شکل گرفته است و تجربۀ مفهوم و مدیریت مستمری بازنشستگی را برای کشورها فراهم ساخته است. جنگ یا تهدید جنگ بر توسعة دو شاخۀ اصلی بازنشستگی مبتنی بر بیمۀ اجتماعی - بیسمارکی (مستمری بازنشستگی مربوط به درآمد، توسعهیافته در آلمان) و بوریجی (مستمریهای مرتبط با سالهای کار، توسعهیافته در بریتانیا) اثر گذاشته است. جنگ بر انتخاب کشورها بین بازنشستگی تأمینمالیشده و تأمینمالینشده یا توازن درآمد-هزینه نیز تأثیر داشته است. منابع مالی مستمری تأمین اجتماعی را میتوان برای تأمینمالی جنگ مصادره کرد. چنانکه مستمری بازنشستگی تأمین اجتماعی و بازنشستگی تأمینمالیشده توسط کارفرما در دورههایِ تورم شدید پس از جنگها در برخی کشورها از بینرفته است. همچنین کشور پیروز میتواند تأثیر زیادی بر مستمری بازنشستگی کشور مغلوب داشته باشد. علاوهبراین، از مستمری بازنشستگی تأمین اجتماعی میتوان برای تشویق همبستگی ملی در حین و پس از جنگ استفاده کرد. در قرن بیستویکم، مستمریهای تأمین اجتماعی هدف جنگ سایبری بوده است.
